INVITATION FOR BIDS FOR IMPLEMENTATION OF A NON-REVENUE MANAGED PRINT SERVICES (MPS) MODEL TO UNIVERSITY OF JAFFNA

UJ/F/S2/NCB/MPS/001/2026

  1. The Chairman, Department Procurement Committee (DPC), on behalf of the University of Jaffna, now invites sealed bids from eligible and qualified bidders for the implementation of a Non-Revenue Managed Print Services (MPS) Model for the University of Jaffna. More details on the required services are provided in the Employer’s Requirements.Under this arrangement, the Service Provider shall supply, install, operate, maintain, and manage all required multifunction devices, software, accessories, spare parts, consumables, and related services at its own cost unless otherwise specified in the Bidding Documents. The Procuring Entity shall make payments to the Service Provider in accordance with the agreed pricing mechanism specified in the Contract. The Service Provider shall not collect any payments directly from end users.The scope of services includes, but is not limited to:
    • Supply, installation, commissioning, and configuration of multifunction printers/copiers/scanners;
    • Implementation of print management software;
    • User authentication and access control systems;
    • Preventive and corrective maintenance services;
    • Supply of toner, spare parts, and all required consumables;
    • Usage monitoring, reporting, and management;
    • Training of users and helpdesk support;
    • Replacement or repair of defective equipment within the specified response time;
    • Compliance with information security, confidentiality, and data protection requirements; and
    • Any other services specified in the Employer’s Requirements.
  2. The intended Contract Period shall initially be one (01) year and may be extended annually up to a maximum period of three (03) years, subject to satisfactory performance of the Service Provider, mutual agreement of both parties, and approval of the Procuring Entity.
  3. Bidding will be conducted through National Competitive Bidding (NCB) under the Procurement of Non-Consultant Services procedure.
  4. Interested eligible bidders may obtain further information from the Senior Assistant Bursar / Supplies II, University of Jaffna (Tel: 021-2226519) and inspect the Bidding Documents at the Finance Branch, University of Jaffna, from 9.00 a.m. to 3.00 p.m. on working days from 27.07.2026 to 17.08.2026, free of charge.
  5. A complete set of Bidding Documents, in English, may be obtained by interested bidders upon submission of a written request to the Senior Assistant Bursar / Supplies II, Finance Branch, University of Jaffna, or may be downloaded from the University of Jaffna website (jfn.ac.lk).A non-refundable bidding document fee of Sri Lanka Rupees Three Thousand Five Hundred (Rs. 3,500.00) shall be paid using one of the following methods:

(a) Online Payment

  • Visit the University of Jaffna website (jfn.ac.lk)
  • Click the “Pay Online” button on the home page.
  • Use the following payment details:

    • Payee / Student Code: 22675018
    • Payment Code: 00600270

(b) Cash Payment

  • Make the payment at the University Shroff Counter.

(c) Bank Deposit

  • Deposit the required amount at any People’s Bank branch using the following Reference Number: 2267501800600270.The online payment confirmation, bank deposit slip, or University Shroff receipt, as applicable, shall be attached to the bid as proof of payment. Bids submitted without valid proof of payment will be rejected.

The Bidding Documents may be obtained during working days from 27.07.2026 to 17.08.2026 up to 2.30 p.m.

  • Sealed bids shall be sent by Registered Post addressed to:The Bursar, Finance Branch, University of Jaffna, P.O. Box 57, Thirunelvely, Jaffna. and shall be received on or before 2.00 p.m. on 18.08.2026.
    The top left-hand corner of the envelope shall be clearly marked: “Invitation for Bids for the Implementation of Non-Revenue Managed Print Services (MPS) Model for the University of Jaffna – Contract No. UJ/F/S2/NCB/MPS/001/2026 – Closing Date: 18.08.2026.”
  • Late bids will be rejected. Bids will be opened immediately after the closing time at 2.00 p.m. on 18.08.2026 in the presence of bidders or their authorized representatives who choose to attend, at the Board Room of the University of Jaffna.
